CUTT Challenges GES Communiqué, Demands Transparency Over Alleged Secret Recruitment

The Coalition of Unemployed Trained Teachers (CUTT) has expressed strong reservations about a recent communiqué issued by the Ghana Education Service (GES) concerning allegations of secret recruitment within the education sector. In a detailed press release dated 13th December 2025, the coalition questioned the credibility of the explanation offered by the GES and called for full transparency and accountability in the recruitment process.

According to the GES, no fresh recruitment has taken place. The Service maintains that what has been described publicly as recruitment was simply the replacement of so-called fake appointment letters with genuine ones. While this explanation was intended to calm public concern, CUTT believes it has instead raised more questions than answers, particularly for thousands of trained teachers who remain unemployed despite years of waiting for official postings.

CUTT argues that the explanation offered by the GES does not adequately address the core issue. If fake appointment letters were indeed circulating, the coalition insists that the public deserves to know how such letters came into existence, who was responsible for issuing them, and what internal systems failed to prevent their circulation in the first place. From the coalition’s perspective, quietly replacing alleged fake letters with genuine ones suggests an acknowledgment of irregularities rather than a clear denial of wrongdoing.

The coalition likened the situation to a hypothetical scenario in the banking sector. In that example, counterfeit money presented at a bank is not investigated but instead replaced with genuine currency, while customers with legitimate funds are ignored. CUTT describes such an approach as fundamentally unfair and unacceptable. In the same way, the coalition believes that addressing alleged fake appointment letters without a thorough investigation undermines trust in the integrity of the education system’s recruitment process.

Beyond the issue of fake letters, CUTT’s statement reflects the broader frustration of unemployed trained teachers across the country. Many of these individuals have completed their education, fulfilled all professional requirements, and remain ready to serve. Yet, they continue to wait indefinitely for employment opportunities within the public education system. For them, reports of alleged secret recruitment and the subsequent official denials only deepen feelings of exclusion and injustice.

The coalition further described the GES statement as inconsistent, noting that it fails to provide a clear and honest account of events. CUTT is therefore calling for an independent and thorough investigation into the matter. Such an investigation, the group believes, would help restore public confidence, clarify lingering doubts, and ensure that recruitment into the education service is conducted fairly and transparently.

In its press release, CUTT also appealed to its members and other trained teachers to remain calm, vigilant, and actively engaged. While emotions are understandably high, the coalition emphasized the importance of unity and discipline as they collectively pursue clarity and fairness. CUTT reaffirmed its commitment to defending the rights of all trained teachers who have completed their education and are prepared to contribute to national development through teaching.

The coalition revealed that plans are underway to convene a meeting to deliberate on the next course of action. Although details regarding the date, time, and venue have not yet been disclosed, CUTT assured its members that further communication will follow in due course. This upcoming meeting is expected to shape the coalition’s response and outline possible steps to press for accountability.

In a concluding call to action, CUTT urged its members to remain united and resolute. The coalition stressed that collective effort and a strong, consistent voice are essential in pushing for reforms and ensuring that trained teachers are treated with fairness and dignity. While the press release ended on an unfinished note, the message was clear: CUTT is not backing down from its demand for transparency and justice within Ghana’s education recruitment system.

As public interest in the issue continues to grow, the response from the GES and other relevant authorities will be closely watched. For many unemployed trained teachers, the outcome of this matter represents more than an administrative clarification—it symbolizes hope for fairness, inclusion, and recognition within a system they are eager to serve.
