University Graduate Teachers Petition MOE for prompt appointment letters

On August 23, 2025, the Concerned Unemployed University Graduate Teachers Association (CUUGTA) has issued a heartfelt petition under the “A Petition for Prompt Appointment Letters” campaign, urging the Ministry of Education and the Ghana Education Service (GES) to address the prolonged delays in appointing university graduate teachers. This pressing issue affects thousands of qualified educators who remain in limbo, awaiting confirmation of their employment status.
The petition highlights that despite the Ghana Education Service releasing the status of applicants who were placed on pending consideration since November 24, 2024, a significant number of university graduates are still awaiting updates. As of the latest reports, approximately 11,465 qualified applicants, including university graduate teachers recruited and launched on December 1, 2024, are among the 14,645 candidates still pending appointment. This delay has caused widespread frustration and disillusionment among the affected teachers, many of whom see teaching as their calling and a vital contribution to the nation’s education sector.
CUUGTA emphasizes that the Ministry of Education and GES are well aware of the prolonged delay in releasing appointment letters, which has created uncertainty and anxiety among the graduate teachers. The association argues that the development of education in Ghana relies heavily on the skills and knowledge of these educators. With a positive impact on students’ lives at stake, the petitioners call for immediate action to resolve this issue.
The association has outlined several demands in their petition, including:
- Expediting the release of appointment letters for university graduate teachers who were placed on pending consideration since November 2024.
- Ensuring a transparent and fair employment process with clear timelines.
- Reviewing the selection process to eliminate bias and favoritism.
- Clarifying the status of all pending applications.
Additionally, CUUGTA requests a deadline of September 30, 2025, for the GES to complete the appointment process for all remaining applicants placed on “Pending Consideration” status. They propose that within two weeks of releasing the postings, addressing potential inconsistencies should be prioritized. The association also seeks to publicize all appointments and engage in dialogue with the Ministry to ensure equal opportunity and credibility in the recruitment process.
The petition further calls for a comparison between university graduate teachers and other educators to highlight the unique value they bring. CUUGTA advocates for clear, merit-based hiring criteria to establish transparency and fairness, believing that timely communication and action will restore confidence and relieve the stress faced by affected graduate teachers.
Signed by key figures of CUUGTA, including Mr. George Frimpong (Director of Operations), Mr. Mustapha Kwame Brass (President), and Ms. Victoria Korkor Nimo (General Secretary), the petition is addressed to the Minister for Education and the Director-General of the Ghana Education Service. The association expresses hope that this matter will be addressed promptly, fostering further collaboration to explore viable solutions.
