CAGD Rolls Out New Employee Payment Voucher Validation Application

The Controller and Accountant-General’s Department (CAGD) has announced the rollout of an upgraded Government of Ghana (GoG) Employee Payment Voucher Validation Application, aimed at strengthening payroll controls and reducing errors in salary payments. The directive was issued through an official circular dated January 19, 2026, and applies to all institutions under the government payroll system.

According to the circular, the upgraded application introduces a more robust and efficient payroll validation process. This enhancement is part of broader efforts by the Government of Ghana to improve accountability, eliminate irregularities, and ensure that only verified employees are paid. By tightening validation procedures, the system is expected to prevent avoidable delays and inaccuracies in salary disbursements.

To support a smooth transition, the CAGD has developed step-by-step instructional videos that explain the new validation procedures in detail. These videos have already been shared with validators who successfully completed and submitted their validator update templates to the department. The training materials are designed to ensure uniform understanding and correct use of the upgraded platform across all institutions.

The circular emphasizes immediate action for validators who have not yet received either the application link or the instructional videos. Such validators are urged to promptly contact designated officers at the CAGD or reach out to their respective regional offices for assistance. This measure is intended to prevent gaps in validation that could disrupt payroll processing.

Importantly, the CAGD has made it clear that the upgraded application will be used for the validation and payment of January salaries and all subsequent salaries within the year. Institutions are therefore required to ensure that their validator lists are fully updated on the new system without delay.

The Controller and Accountant-General, Kwasi Agyei, concluded the notice by stressing that prompt cooperation from all stakeholders is essential to avoid salary processing delays. The rollout marks another significant step in Ghana’s ongoing public financial management reforms, reinforcing transparency and efficiency in government payroll administration.
