Ministry of Finance Releases GH¢43 Million to Settle CETAG Outstanding Claims

The Ministry of Finance has approved the release of GH¢43,077,890.22 to settle long-standing financial obligations owed to members of the Colleges of Education Teachers Association of Ghana (CETAG). The funds are meant to address outstanding issues arising from an arbitral award involving CETAG and the Ministry of Education.
According to the official document dated January 26, 2026, the release follows earlier correspondence from the Ministry of Education dated November 4, 2025. The authorization empowers the Controller and Accountant-General’s Department to disburse the approved amount to clear the arrears owed to CETAG members.
A breakdown of the release shows that GH¢1,818,626.22 will cover outstanding compensation for all-year-round work performed by CETAG members. This amount represents the balance left after an initial partial payment made following an award by the National Labour Commission (NLC) on May 2, 2023.
In addition, a significant portion of the funds—GH¢41,222,024.00—has been allocated to pay book and research allowance top-ups for the 2023/2024 academic year. This payment also stems from the same NLC ruling, which directed that CETAG members be fully compensated.
Another GH¢37,240.00 has been earmarked for Akrokerri College of Education to cover delayed book and research allowance top-ups for the 2022/2023 academic year. The delay was attributed to late submission of required data by the institution.
The total expenditure of GH¢43,077,890.22 is to be charged to the 2026 Compensation of Employees Vote of the Ministry of Education, in line with the approved warrant. The Ministry of Finance also reminded the Chief Director of the Ministry of Education to ensure strict compliance with the Public Financial Management Act, 2016 (Act 921), the Public Procurement Act, and all related financial regulations in executing the payments.
The letter was signed by the Deputy Minister for Finance, Thomas Nyarko Ampem, on behalf of the Minister, underscoring government’s commitment to resolving industrial disputes and honoring legally binding financial obligations.
This development is expected to bring relief to CETAG members and further stabilize industrial relations within Ghana’s colleges of education sector.
